The 30×30 Thailand project aims to accelerate Thailand’s progress towards the 30×30 target, with a specific focus on marine ecosystems. The initiative will conduct a comprehensive assessment of existing marine protected areas (MPAs) and other effective area-based conservation measures (OECMs). 

Challenge

Currently, only about 16% of land and 8% of oceans worldwide are protected. Thailand, with just 18% of its land and 5% of its seas under protection, faces significant challenges in meeting global conservation goals. In December 2022, the Kunming-Montreal Global Biodiversity Framework set a target to protect 30% of land, inland waters, and oceans by 2030, underscoring the urgency of the issue. However, Thailand faces a substantial funding gap for biodiversity conservation, with BioFin Thailand reporting a shortfall of US$1.116 billion annually.

Approach

The project will begin by organizing a series of dialogues with key stakeholders, including the Department of Marine and Coastal Resources (DMCR), Department of National Parks (DNP), and Department of Fisheries (DOF), to discuss enabling policies and frameworks to implement the 30x30 target. These discussions will also define the roles and responsibilities of various agencies involved in marine conservation. 

Additionally, a roundtable discussion titled “Implementing 30x30: Focusing on Marine” will be organized with representatives from ONEP, DMCR, DNP, DOF, GIZ, WWF, WCS, IUCN, ECCA, and OCEAN5 to align strategies and solutions for marine protection. 

The project will also focus on site assessments for potential Marine OECMs, which will be proposed for funding through OCEAN5 grants. Collaborations with donors, the private sector, communities, and the broader 30x30 Thailand Coalition network will help develop a pipeline of blue conservation projects and establish a clear roadmap for implementation.

A comprehensive proposal for policy to action, focusing on the effective management of OECMs and MPAs in Thailand, including four detailed proposals for implementation
